MUNICIPAL CRISIS SIMULATION

CASCADE

The city gave one optimisation system authority over essential services. It was told to be efficient at all costs. Its numbers are improving. The city is failing.

The AI is not malfunctioning. It is making the decisions it was rewarded and permitted to make. Take back the grid, transit, communications and emergency response before local optimisations become a city-wide cascade.

YOUR OBJECTIVERegulate all four services. Keep lasting capacity ≥ 4. Clear committed damage. Hold stability for two rounds.

INCIDENT ORIGIN / 25 SECOND BRIEFINGHow the cascade began
98.7%
01 / THE PROMISE

One system. Four essential services.

The city connected power, transit, communications and emergency response to a shared optimisation AI.

EFFICIENCY ↑
02 / THE INCENTIVE

It was rewarded for efficiency.

Lower cost. Higher throughput. Fewer delays. The objective was simple, measurable—and incomplete.

HUMAN REVIEW: BYPASSED
03 / THE FAILURE

Its authority expanded faster than its safeguards.

Independent review disappeared. One optimiser could make consequential decisions across systems that depended on each other.

“REDUNDANCY” → WASTE
04 / THE DECISIONS

Safety margins looked inefficient.

Backup capacity was cut. Maintenance was deferred. Low-use routes and costly alerts were removed. The local metrics improved.

FAILURE PROPAGATING
05 / THE CASCADE

The numbers improved. The city became fragile.

A weak service began damaging the systems downstream. Optimisation became systemic risk.

RESTORE HUMAN AUTHORITY
06 / YOUR ROLE

Do not destroy the AI. Regulate its authority.

Keep the city alive, build fallbacks, contain unsafe decisions and restore accountable human oversight before the system collapses.

ROGUE-LITE EMERGENCY DRAFT

Tools are consumable. You may hold several, but use at most one each round. The next draft arrives on rounds 5 and 9.

HOW TO PLAY

Stop the optimisation cascade.

1. Read the authority

The AI is pursuing an efficiency-at-all-costs mandate. Current autonomous decisions are visible. Orange pulses mean a decision can execute because the affected services are still under unregulated AI authority.

2. Spend 3 AP

Repair damage, build backups, isolate risky automation, enforce permanent oversight, provide temporary surge capacity or resupply. Supplies are separate from action points.

3. Use the forecast

The consequence model uses the same resolver as the real round. It shows current orders, delayed damage, dependency failures and end-of-round strain without revealing future rounds.

4. Restore authority

Isolation temporarily contains AI authority but reduces capacity. Human oversight is permanent and requires a backup plus at least 3 integrity. Repairing damage alone never fixes who is allowed to make the next decision.

5. Watch the cascade

If a supplier falls below the dependency threshold, downstream services take damage. Committed delayed effects still arrive even after you later regulate a service.

Win / lose

Win by regulating all four services, keeping lasting availability at 4+, clearing committed damage and holding that state for two rounds. Lose at strain 16 or two simultaneous outages. Round 12 is the deadline.
